The Department of International Relations and Cooperation (DIRCO) is seeking a highly skilled and experienced Assistant Manager for Monitoring & Evaluation within the African Renaissance Fund (ARF). About the Role

This position is based in Pretoria and sits at the heart of the ARF’s operations. The successful candidate will be responsible for leading the monitoring and evaluation processes that assess the performance and impact of various projects, ensuring they align with strategic objectives and legislative requirements.

Key Requirements

To be considered for this prestigious role, applicants must meet the following criteria:

  • Qualifications: An NQF level 6/7 qualification in Monitoring and Evaluation, Strategic Management, Auditing, or a related field. Auditing experience is a distinct advantage.
  • Experience: A minimum of 3-5 years of experience in monitoring and evaluation, auditing, or strategic management, with at least three years at a supervisory level.
  • Knowledge: A deep understanding of the legislative framework governing the Public Service, Treasury and DPME regulations, the PFMA, MPAT tools, and the National Development Plan is essential.
  • Skills: The role demands excellent report writing, facilitation, negotiation, strategic leadership, and financial management skills. Proficiency in policy analysis, risk management, and people management is critical.

Key Duties and Responsibilities

The Assistant Manager will be entrusted with a diverse set of responsibilities, including:

  • Facilitating the ARF’s annual audit process.
  • Monitoring and evaluating project impact assessments and preparing comprehensive quarterly and annual reports.
  • Contributing to the monitoring of financial arrangements as per project agreements and contracts.
  • Assisting in the development of strategic plans and annual performance plans.
  • Conducting financial and compliance monitoring of projects.
  • Monitoring the implementation of risk management policies and Memoranda of Understanding (MOUs).
  • Assisting with the development of frameworks and policies and providing administrative support.
