The Department of Communications and Digital Technologies is seeking a highly skilled and experienced individual to fill the permanent position of Deputy Director: Payments and Orders. This critical role is central to ensuring the efficient and compliant management of the department’s logistics, warehouse, and payment functions.

About the Role

The purpose of this post is to implement Logistics policies and Standard Operating Procedures (SOPs). The successful candidate will be responsible for managing the warehouse, processing orders, and overseeing payments in strict accordance with policies, the Public Finance Management Act (PFMA), Treasury Regulations, and other related legislative frameworks.

Key Requirements

To be considered for this position, candidates must meet the following criteria:

  • An undergraduate qualification (NQF level 6) in Business, Commerce, Accounting, Finance, Supply Chain Management, Logistics, or a relevant field.
  • An NQF level 7 qualification will be a distinct advantage.
  • A minimum of five (5) years’ experience in a commercial environment, with at least three (3) years at an Assistant Director level or similar managerial capacity.
  • Relevant professional accreditation (e.g., CFA, AICPA, CIMA) is highly desirable.

Required Skills and Competencies: Advanced knowledge of BAS, LOGIS, Treasury Regulations, and the PFMA. Expertise in accounting management (GRAP/GAAP), audit investigation, risk management, budgeting, and asset management. Strong leadership, communication, and project management skills are essential.

Key Duties and Responsibilities

The Deputy Director will be tasked with the following responsibilities:

  • Drive the development and implementation of policies, delegations, systems, and processes for logistics and data management.
  • Manage the department’s warehouse operations efficiently.
  • Oversee the logistics function within Supply Chain Management, specifically the processing of orders and payments for goods and services.
  • Manage the invoice receiving and tracking system.
  • Ensure the maintenance and optimal functioning of the LOGIS system.
  • Review and monitor compliance with SCM prescripts, PFMA, Treasury Regulations, and other relevant legislation.
  • Manage financial resources, drive operational excellence, and ensure overall compliance.
